Milan Tarman, MSc

 

 

Milan Tarman was born on 19 August 1967 in Jesenice. After graduating in public administration from the Faculty of Administration in Ljubljana, he took up postgraduate studies at the Graduate School of Government and European Studies (GSG), where he obtained a master's degree for his thesis Protection of Human Rights at Border Checks.

 

Before he was appointed the Acting Director of the Office for the Protection of Classified Information, he worked for sixteen years at the Ministry of the Interior (in 1996 he was awarded by the Ministry for his achievements) in the fields of border controls, asylum, transport and citizenships. He also participated in a coordination group which monitored the implementation of the Civil Defence Doctrine, and in public procurement committees, and worked as a mentor. From 2006 he was a manager of the contract between the Ministry of the Interior and the Legal-Information Centre for NGOs (LIC). At the Internal Administrative Affairs Directorate he was responsible for drafting positions and implementing decisions by the European Return Fund for the period 2008-2013 of the EU's Financial Perspective 2007-2013.

 

 

Main Areas of Activity

The Office monitors and coordinates the classification and protection of classified information and proposes measures to improve the protection of classified information. It is responsible for the development and implementation of physical, organisational and technical standards regarding the protection of classified information within competent bodies and organisations, coordinates the work of authorities competent for security verification, and draws up classified information regulations proposals for the Government. It furnishes opinions on the compliance of the general legal acts proposed by competent bodies and organisations with the Classified Information Act (CIA) on classifying and protecting classified information, and performs other tasks stipulated by the CIA and by regulations adopted on the basis of the CIA.

The Office is responsible for the implementation of international treaties and international obligations pertaining to the classification and protection of classified information that the RS has made or accepted. It cooperates in the field with the relevant agencies of foreign countries and international organisations, unless stipulated otherwise by an international treaty.
It is responsible for ensuring the security of Slovenian national classified information abroad and the security of foreign classified information in the RS.

 

For the purpose of the implementation of jurisdictions and tasks conferred upon by the CIA, other general legal acts and binding international treaties, the Office manages and keeps the following records:

  • register of permits issued allowing access to classified information;
  • register of permits issued to natural persons allowing access to foreign classified information;
  • register of security permits issued to organisations;
  • register of security permits issued to organisations allowing access to foreign classified information;
  • register of permits issued for temporary access to classified information.

 

Regarding the implementation of international treaties and enacted international obligations, the Office performs the following functions:

  • issue and revocation of permits allowing access to foreign classified information to individuals;
  • issue and revocation of security permits allowing access to foreign classified information to organisations;
  • issue and revocation of security permits for systems and equipment that transfer, maintain and process foreign classified information in accordance with international contracts;
  • certifying compliance with regulations on the handling of classified information of an individual body or organisation to foreign countries and international organisations;
  • issuing instructions for the use of classified information of foreign countries or international organisations;
  • supervising the implementation of physical, organisational and technical measures for the protection of classified information of foreign countries or international organisations and – in accordance with audit findings – issuing mandatory instructions to rectify discovered deficiencies, which bodies must immediately follow;
  • requiring an implementation of inspection of a certain body or organisation from a competent Inspectorate;
  • exchanging information with national security bodies of foreign countries and international organisations.
