Borut Miklavčič

 


Borut Miklavčič was born on 11 January 1944 in Ljubljana. He graduated from the Faculty of Social Sciences of the University of Ljubljana. Throughout his career he has worked in the business sector. He was a member of the management board of Smelt and worked on the preparation and implementation of major investment projects abroad from 1990 to 1996, including in co-operation with the EBRD and other banks. He was involved in the construction of the Vrhovo hydroelectric power plant as the Director of Savske elektrarne between 1996 and 2002. During this time he was also a member of the Assembly of the Chamber of Commerce and Industry. Between 1985 and 1990 he was Consul General in Klagenfurt, Austria.

 

He was Assistant Director of the University Medical Centre in Ljubljana and President of the Republic Committee for Health from 1982 to 1985, when he also participated in two WHO projects.

 

From 2003 to April 2007 he was Director of the Health Insurance Institute of Slovenia, which received positive opinions from the Court of Audit for all his years in office. Due to the positive business results of the Institute in 2005 he received a distinction from the Commission for Public Finance Control of the National Assembly and a recognition of good practice from the Ministry of Public Administration in 2007.

 

He was President of the Council of the University Medical Centre and a member of the Council of the Institute of Oncology and the Institute for Rehabilitation. In the last two years he held the voluntary position of President of the Slovenian Red Cross. He has spent a large part of his career managing investments abroad and in Slovenia.

Dr Ivan Eržen, MD

 

 

Ivan Eržen was born on 23 June 1957 in Ljubljana. In 1982 he graduated from the Faculty of Medicine in Ljubljana. He earned his MSc in 1987 and successfully defended his PhD thesis in 2004.

 

He began his career as a doctor in the department of epidemiology at the University Institute of Health and Social Care in Ljubljana. After five years of work, he became head of the department for hygiene and epidemiology and assistant director at the Celje Institute of Public Health, where he was responsible for expert matters. In 1992 he took over the Celje Institute of Public Health, where he remained at the helm until he took office at the Ministry of Health.

 

Among his colleagues, he is known to have extensive knowledge of the health care system. He was educated abroad and in Slovenia; he is also a university lecturer. His professional and research work has so far been linked mainly to the study of the impact of environmental factors on human health. He worked as a teacher and was mentor to students and young professionals pursuing postgraduate studies at the Faculty of Medicine of the University of Ljubljana. In 2006, he became assistant professor of public health. The Medical Chamber of Slovenia appointed him as chief mentor in the field of public health, covering epidemiology, hygiene and social medicine.

 

He is actively engaged in a number of Slovenian and foreign societies and professional organisations. He is president of the Slovenian Biomedical Informatics Society, founder of the Association of Teachers of Public Health of Slovenia, founder and president of the Cancer Society of the Celje region, and vice-president of the preventive medicine section of the Slovenian Medical Association.

Main Areas of Activity

The Ministry of Health deals with matters relating to healthcare and health insurance. These include: healthcare activities at the primary, secondary and tertiary levels; monitoring of the nation’s state of health and the preparation and implementation of health improvement programmes; economic relations in healthcare and tasks relating to the founding of public healthcare institutions in line with the law; health measures to be taken in the event of natural and other disasters; protection of the population against addiction-related health problems; protection of the population against infectious diseases and HIV infection; food safety and the nutritional quality and hygiene of food and drinking water with a view to preventing chemical, biological and radiological pollution and conducting a general policy on nutrition; the production of, trade in and supply of medicines and medical products; the production of and trade in poisonous substances and drugs; the safety of products intended for general use; health and ecological issues relating to the environment, where a direct impact on human beings is involved; problems related to drinking water, bathing waters, air, soil and vibrations; waste management from the health protection aspect; protection against ionising and non-ionising radiation in residential and work environments; conditions relating to the removal and transplantation of human organs; and the formulation and implementation of international agreements on social security.

The Health Inspectorate performs tasks relating to inspection and supervision of the implementation of laws and other regulations in the following areas: infectious diseases; the health, hygiene and safety aspects of food, drinking water, mineral water, and products and substances that come into contact with food; relevant restrictions on the use of alcohol, cosmetic products, toys, tobacco, tobacco products and bathing waters; the minimum health and hygiene standards in public healthcare institutions to be observed by legal and natural persons performing healthcare activities and by those engaged in activities relating to childcare, education, schooling, catering, tourism, hygiene care and social care; and the general safety of products under the jurisdiction of the Ministry of Health, excluding chemicals, drugs, medical devices and sources of radiation. In the field of food safety, the Health Inspectorate also operates as the national contact point within the EU Rapid Alert System for Food and Feed (RASFF), which forwards information on food and foodstuff safety and enables rapid communication and performance of measures by all competent authorities in this field.

The area of work and competence of the National Chemicals Bureau covers the preparation, implementation and supervision of implementation of legislation relating to chemicals, cosmetic products, biocidal products, drug precursors and chemical weapons and agreements for the registration of plant protection products. The Chemicals Bureau coordinates the monitoring of the sale and use of chemicals and biocidal products, and the monitoring of their metabolites and their fate in the environment and living organisms. It regulates the manufacture, sale and use of chemicals and biocidal products and requirements relating to the safety, manufacture and placement on the market of cosmetic products. It carries out administrative and special tasks in procedures for the registration of new substances, risk assessments for new and existing substances and for the registration of biocidal products, and regulates the classification, packaging and labelling of chemicals. It establishes, keeps and maintains a national list of chemicals and ensures that information on chemicals is exchanged with the relevant authorities. It coordinates the establishment of OECD principles of good laboratory practice and verifies compliance with these principles by laboratories.

 

The Chemicals Bureau performs administrative and coordination tasks to ensure the smooth running of the interministerial commission on the safe handling of chemicals and is also the body responsible for the implementation of international conventions on chemicals and cooperation with international organisations (EU, OECD, IFCS, OPCW, UNEP). It coordinates the implementation of education and training programmes for industry representatives, and draws up public awareness programmes.

The Slovenian Radiation Protection Administration (SRPA) performs technical, administrative, supervisory and development tasks in the area of its competence and in relation to the following: the use of ionising radiation sources in healthcare and veterinary medicine; protection of human health against the adverse effects of ionising radiation; regular inspections of work and residential environments in connection with radiological exposure of the population to natural sources of ionising radiation; the monitoring of radioactive contamination of food and drinking water; control, reduction and prevention of harmful effects of ionising radiation on health; compliance assessments; and the authorisation of radiation protection experts.

 

 


On top
