Ivan Svetlik was born on 4 September 1950 in Srednja Kanomlja in the Municipality of Idrija. After finishing grammar school in Idrija he completed his undergraduate and graduate studies at the Faculty of Social Sciences of the University of Ljubljana. He also underwent professional development in the UK and Sweden, where he studied active employment policy. He gained his PhD in 1983 on the topic of the social conceptualisation of unemployment.
Since 1974 he has worked at the Faculty of Social Sciences of the University of Ljubljana. He is a professor of human resources and social management and the Head of the Centre for Organisational and Human Resources Research. He lectures on labour and employment, the management of human resources, education and professional development, the quality of life and social policy. Since 2005 he has been Vice Rector of the University of Ljubljana responsible for quality and students. He was the Dean of the Faculty of Social Sciences, the President of the Slovenian Sociological Society, the first President of the Higher Education Council, the President of the National Commission of School Programme Reform, President of the Council of Experts for Vocational Education and Training and the President of the Union of Societies for Human Resources Activities.
He has written and/or edited over 200 articles and publications, particularly on the issues of education, employment, social policy and human resources ('Kakovost življenja v Sloveniji' [The Quality of Life in Slovenia], The Profile of the Voluntary Sector in Eastern Central European Countries, 'Management kadrovskih virov' [Human Resources Management], 'Politika zaposlovanja' [Employment Policy], HRM's Contribution to Hard Work, The European Union and HRM: impact on present and future members etc.). He has developed the study of human resources in Slovenia.

Anja Kopač Mrak was born on 4 April 1974 in Kranj, where she also completed her grammar school education. She graduated from the Faculty of Social Sciences in the sociology programme – human resources management. Dr Kopač Mrak fulfilled part of her obligations within the framework of her postgraduate studies concerning “The Analysis of European Social Policy” at the University of Bath, Great Britain. In 2004 she obtained her doctoral degree in sociology, precisely in the area of social policy, with her thesis focusing on issues related to social-state reform.
Since 1998 she has been employed at the Faculty of Social Sciences, initially as a junior researcher and later on as a senior researcher at the Centre for Organisation and Human Resource Research. She has participated in several national and international projects in the area of social policy, employment policy and human resource management.
She is a member of international research networks (COST A13, RECWOWE) and the national EU expert for the area of pensions. Within the framework of the European social policy she carried out a number of evaluations of national social policies and employment policies, particularly in the area of the employment of unemployed persons, reconciliation of work and family obligations and in lifelong learning.
She is also an Assistant Professor and lecturer in European social policy at the Faculty of Social Sciences, the author of several scientific works in the area of social policy and employment policy, where the book “Aktivacija – obrat v socialni politiki” [Activation – a Turn in Social Policy] should in particular be pointed out.
She was appointed State Secretary to the Ministry of Labour, Family and Social Affairs on 27 November 2008.

The Labour Inspectorate oversees implementation of laws, other regulations, collective agreements and general documents regulating employment, wages and other receipts from employment, the employment of workers at home and abroad, cooperation of workers in management, strikes and occupational safety, unless otherwise provided by regulations. The Labour Inspectorate also oversees implementation of those regulations that expressly provide this.
The chief inspector heads and represents the Inspectorate, organises and coordinates the work of inspectors, and within the confines of his authorisation is answerable for the legality, quality and effectiveness of the Inspectorate’s work. Inspectors operate within the framework of inspection procedures organised for the individual administrative field. Employment oversight is provided by employment inspections, while occupational safety and health oversight is provided by occupational safety and health inspections. The fundamental laws in the area of oversight are the Employment Act and the Occupational Safety and Health Act, which redefine the rules for relations between workers and employers.
In line with the amendment to the National Professional Qualifications Act, the Labour Inspectorate also oversees the legality of the work of providers in procedures for determining and certifying professional qualifications, and the legality and professionalism of work by examining boards. Oversight is performed as part of employment inspections. Within the framework of the third administrative area, social inspection, the Labour Inspectorate also oversees the work of public social security institutions, concessionaries and other legal and natural persons providing social protection services on the basis of a work authorisation, it oversees the work of local communities pursuant to the Social Security Act and oversees the work of other providers involved in supplementary, developmental and preventive programmes in the area of social protection and protection of children and families by special contract on cofinancing.
