Patrick Vlačič was born on 22 February 1970. After graduating from the Faculty of Law in Ljubljana he gained his LL.M. in maritime law from the Faculty of Law in Split, Croatia, and his PhD in transport law from the Faculty of Law in Ljubljana. From 1995 to 1997 he was a trainee clerk at the Higher Court of Koper. In 1998 he passed the bar examination. From 1997 he worked at the Faculty of Maritime Studies and Transport, where he became Assistant Professor of civil and commercial law. He was also Head of the Department for Maritime and Transport Law.
Between 2002 and 2004 he was the Director of Portorož Airport, and for part of 2004 advisor to the Minister of Transport. He has participated in various research projects (e.g. unmanned airplanes), lectured abroad and written several articles. He is the author of the book 'Omejitev višine odgovornosti v prevoznem pravu' [Limiting Liability in Transport Law], editor of the book 'Pomorsko pravo' [Maritime Law], co-author of the textbooks 'Prevozno pravo' [Transport Law] and 'Temelji poslovanja špedicije' [Introduction to Shipping Operations], and co-author of the Road Transport Contracts Act with an introductory commentary and the Electronic Commerce and Electronic Signature Act with a commentary.

Igor Jakomin was born on 10 February 1970 in Koper. After concluding Nautical Secondary School (1989) and graduating from the Faculty of Maritime Studies and Transport in Portorož (1995), he gained a master's degree in Management at the Faculty of Social Sciences in Ljubljana and a doctoral degree in Traffic Technologies and Transportation at the Faculty of Traffic Science in Zagreb (Croatia).
Immediately after graduating from university, he began his professional career in business – first as Director of the company Yacomo from Portorož and as an expert associate for the insurance company Adriatic from Koper. In 1999, he became UPS Regional Manager for the company Intereuropa.
The beginning of his academic career dates back to 2002 when he was employed at the Faculty of Maritime Studies and Transport in Portorož – first as an Assistant, and since 2003 as an Assistant Professor for traffic technologies and transport logistics. Between 2005 and 2007, he was Head of the Transport Logistics Department and a Member of the Faculty Council (Senate).
In 2004 and 2005, Dr Jakomin was a member of the supervisory boards of the companies Luka Koper and BTC Terminal Sežana. He is also a member of several national and international associations and organisations in the field of transport and logistics.
Since 2004 he has been a visiting professor at numerous foreign universities in Finland, France, Italy and elsewhere. He has written more than 110 bibliographic items – scientific and professional articles in Slovenian and foreign papers, scientific conference contributions both in Slovenia and abroad, various research analyses professional monographs and a university textbook.

The Maritime Administration performs administrative and professional tasks in the area of maritime transport, oversees security at ports, other areas of territorial waters and internal marine waters, navigation safety, the operation of maritime transport and the maintenance of structures for safe navigation and navigation channels; it oversees the implementation of regulations in the area of maritime transport and port infrastructure, and the implementation of regulations governing inland navigation.
The Maritime Administration is competent for: tasks related to the development of port infrastructure owned by the RS; organising the radio watch service; issuing permits for port operation; issuing pilots licences, and maintaining the register of pilots; managing the shipping register and the register of small sea-going vessels; conducting professional examinations and issuing certificates and seafaring documents to seamen; professional oversight of the regular maintenance of structures for safe navigation and navigation channels; determining the competence of persons to operate small vessels and issuing the relevant certificates; issuing permits for free coastal traffic and the departure of vessels; collecting taxes for the use of navigational safety structures; and other administrative and professional tasks in the area of maritime and port infrastructure.

The Agency is responsible for the organisation, handling, and management of investments in the public railway infrastructure at all stages.
