Katarina Kresal was born on 28 January 1973. She graduated from the Faculty of Law cum laude in 1996 and passed the bar examination in 1999. After graduation she first worked as trainee clerk at the Higher Court of Ljubljana and then as a senior clerk in the Commercial Disputes Department of the Ljubljana District Court.
In 2000 she became independent legal consultant for commercial and corporate law at Kapitalska družba d.d. Ljubljana. In 2001 she became head of the legal department at Western Wireless International. From 2003 she worked for Miro Senica Attorneys at Law, first as candidate attorney and then an attorney and was head of the commercial and international law department and deputy head of the office from 2005. She has published articles in international law journals and participated at several international conferences.
After being elected leader of the Liberal Democracy of Slovenia (LDS) in June 2007 she became employed by the LDS. She was elected an MP at the 2008 elections and Minister of the Interior on 21 November 2008.

Goran Klemenčič was born in 1972. After graduating from the Faculty of Law at the University of Ljubljana, where he was awarded the title of Bachelor of Laws, he completed a master’s degree at the Harvard Law School, after which he continued post-graduate studies at the National University of Ireland.
He has previously worked at the Ministry of the Interior (Police Guidelines and Supervision Bureau), at the Office of the Government of the Republic of Slovenia for the Prevention of Corruption and at the Faculty of Criminal Justice and Security of the University of Maribor. He worked abroad for several years, including as an Adviser and Project Manager in the Crime Problems Department of the Council of Europe in Strasbourg and in the Organisation for Economic Cooperation and Development in Paris.
He is a senior lecturer in criminal law, police powers and human rights at the Faculty of Criminal Justice and Security of the University of Maribor. He has published in Slovenia and abroad a number of professional and scientific articles and is the author or co-author of 12 books, some of which have been published in Washington, New York, Strasbourg and Paris.
Since 2003 he has been active as a permanent external partner in projects of the Council of Europe, the United Nations, the Organisation for Economic Cooperation and Development, the European Commission, the United States Institute for Peace and the Irish Centre for Human Rights involving legislative and institutional reform of criminal law, police powers, specialised authorities for the prosecution of organised crime and corruption, cyber crime and privacy in the light of information technologies. In addition to Europe, he has experience in providing advice and assistance to governmental and international institutions in the Russian Federation, South East Europe, Central Asia, the Caucasus, China and Latin America. In addition, he has participated in drafting the Rules of Procedure and Evidence of the International Criminal Court in The Hague.
For two years he was a member of the Management Board of the Organisation for Economic Cooperation and Development. He is a member of the Expert Council of the Institute of Forensic Information Technologies and a member of the consultative body of Amnesty International Slovenia. He was also a co-founder and (before assuming the position of State Secretary at the Ministry of the Interior) the first Director of the International Centre for Criminal Law, Human Rights and Privacy.

As a body within the Ministry, the police force is one of the pillars of national security, ensuring a high degree of internal security for all inhabitants of Slovenia, by protecting the constitutional order and democratic political system as well as other constitutional values. The functioning of the Police is founded on the exercising and respect of the legal order, European conventions and recommendations, plus an ethical and professional approach alongside consistent respect of human rights and fundamental freedoms.
Police duties include protecting the life, personal safety and property of individuals, prevention and investigation of criminal offences and violations, detection and arrest of perpetrators of criminal offences and violations, and of other wanted persons and their remand to the competent authorities; maintenance of public order; supervision and regulation of traffic on public and unregistered roads available for public use; protection of national borders and control of border crossings; carrying out duties laid down in the regulations on aliens; protection of certain individuals, bodies, structures and locations, and protecting the secrecy of data of state bodies.
Police organisation
In accordance with the law, the Police is organised to perform duties on the national, regional and local levels. Duties are performed by the general police administration, police administration units and police stations. Police tasks at the regional level fall within the jurisdiction of individual police administration units, and those at local level within the jurisdiction of the police stations.

The Internal Affairs Inspectorate performs the tasks of inspection supervision of the implementation of regulations in the fields of private protection, detection activities, weapons, ammunition, explosives and administrative affairs relating to transportation.
Established by Government decree on 1 January 2004, it began formal operations on 15 February 2004. The Inspectorate is a body within the Ministry of the Interior, and performs tasks in the following areas:
The mission of the Ministry is to provide the highest possible level of security in the state, which is attained through preventive rather than repressive action of the law enforcement agencies. Aiming to implement both tasks, the Ministry of the Interior is responsible for public security and police, internal administrative affairs and migrations, pursuant to the State Administration Act.
