Milan Martin Cvikl, M.Sc.

 

 

Milan Martin Cvikl was born on 19 May 1959 in Velenje. After completing his secondary education at Velenje grammar school, he enrolled in the Faculty of Economics in Ljubljana, where he also obtained his master's degree in 1990. Between 1983 and 1990, he worked as an adviser in the Analysis and Research Centre of the Bank of Slovenia, and in 1991, as its Assistant Director. Between 1991 and 2000, he was involved in banking and corporate reform in several transition countries in the CEE as an economist at the World Bank in Washington, and he also headed projects of post-war reconstruction in Bosnia and Herzegovina. He was also one of the experts who converted the government loans of several countries, and has received an award for excellence from the World Bank. Between 1997 and 1998 he headed the Analysis, Research and Consulting Centre of Nova Ljubljanska banka, and managed a project involving the transfer of banking know-how to banks in the region.

 

In 1998, he was appointed State Secretary at the Ministry of Finance, where he worked until 2000 and was responsible for budget drafting, public finance and negotiations with the EU regarding economic and monetary union and public finance. Between 2000 and 2004 he was Chief Financial Officer in Nova Ljubljanska banka, after which he was appointed Minister of European Affairs.

 

At the 2004 general elections, he was elected as a deputy to the National Assembly, where he served as the Chair of the Commission for Public Finance Control, and from April 2007, Chair of the Commission of Inquiry to determine the political responsibility of holders of public functions with regard to the procurement of military equipment – 8x8 AMVs, and arms trafficking between 1991 and 1993. On 22 November 2008, he was appointed Secretary-General of the Government of the Republic of Slovenia.

Main areas of Activity

The Secretariat-General of the Government is responsible for:

  • organising sessions of the Government, its working bodies, strategic councils and other Governmental bodies;
  • monitoring the implementation of resolutions adopted by the Government and obligations taken on or assigned to the Government;
  • the participation of the Government or its representatives in the sessions of the National Assembly, cooperation with the President of the RS and other state bodies and organisations, and cooperation with other states and international organisations;
  • ensuring the availability of opinions and other materials necessary for the formation of policy standpoints by the Government and its working bodies;
  • the organisation and activities of Government offices whose directors report to the Government Secretary-General;
  • other matters necessary for the functioning of the Government, its working bodies and councils, as well as those Government offices whose directors report to the Government Secretary-General.
    The Secretariat-General of the Government also provides translation and editing services and transport by car for the ministries, for the Office of the Prime Minister and for the Government Offices.

 

The Secretariat-General of the Government carries out the following professional, administrative and technical tasks for the Office of the Prime Minister:

  • managing the financial affairs of the Office of the Prime Minister and the maintenance of its premises;
  • information and documentation activities;
  • the regulation of employee rights and working conditions;
  • postal, courier, printing and photocopying services.
