DEVELOPMENT AID: International development cooperation between the Republic of Slovenia and the Republic of Macedonia in 2011
At today’s session, the Government of the Republic of Slovenia issued the Decision on the Approval of the Memorandum on International Development Cooperation between the Government of the Republic of Slovenia and the Government of the Republic of Macedonia for 2011.
The memorandum is based on the Framework Programme on International Development Cooperation and Humanitarian Aid of the Republic of Slovenia for 2011 and 2012, which was approved by the Government at its 125th regular session. In 2011, the cost of activities planned to be pursued in Macedonia by Slovenia are estimated at EUR 1,204,000.
Programmes and projects encompass the activities of development institutions, public officials, non-governmental organisations, etc. The regional component of the Framework Programme includes projects provided by services of general interest..
The Memorandum proposed on the basis of the Framework Programmes envisages the implementation of projects and activities in the following areas:
- Development projects aimed at promoting economic and social development, balanced regional development and the protection of the environment;
- Technical assistance projects aimed at strengthening the administrative capacities and the modernisation of the civil service;
- Development activities provided in Macedonia by institutions based in Slovenia and the cooperation of NGOs;
- Other areas and forms of bilateral development cooperation.

SOCIAL SECURITY: Agreement between the Republic of Slovenia and Montenegro on social security
At today’s session, the Government of the Republic of Slovenia approved the text of the Act Ratifying the Agreement on Social Security between the Republic of Slovenia and the Republic of Montenegro, and an Administrative Agreement on the Implementation of the Agreement on Social Security between the Republic of Slovenia and the Republic of Montenegro.
Concluding bilateral agreements on social security or social insurance is one of the basic ways to ensure the social rights of workers who are/were employed in the countries of the respective parties to the Agreement. The Agreement will enable social security rights to be exercised, including those pertaining to the pre-independence period. It will contribute to better and improved relations between the two countries. Montenegro is the last of the former Yugoslav republic with which Slovenia is to conclude such an agreement.
The social security agreement covers basic areas of social security, including health care and health insurance, occupational accident and work-related disease insurance, maternity and paternity benefits and unemployment insurance. The text does not essentially differ from other bilateral agreements concluded by Slovenia with the other countries that have emerged from Yugoslavia (Croatia, Serbia, Macedonia, Bosnia and Herzegovina) and is based the core principles agreed between EU member states.
The most significant part of the Agreement refers to regulating pension and disability insurance, which will enable insured persons who have paid contributions in the countries of the respective parties to the Agreement to exercise a proportional share of rights in both countries.
