Government adopts Draft Act on intervention measures to ensure the financial stability of public healthcare institutions established by the Republic of Slovenia. The proposed act foresees one-off measures for the immediate financial rehabilitation of the operations of public healthcare institutions, a change in payment deadlines and the rehabilitation of public healthcare institutions through the introduction of a rehabilitation committee and rehabilitation boards. The Ministry of Health and Ministry of Finance have until 15 November 2017 to submit for discussion proposed measures that will allow an increase in the prices of healthcare services in 2018.

At today’s regular session, the government moved to temporarily halt expenditures from the state budget for 2017 for integrated state budget items, whereby proposers of financial plans may only assume obligations for which the obligation of funding from the state budget is expressly prescribed by law. At its session on 27 July 2017, the government was briefed on the Analysis of the causes of deficits at public healthcare institutions. At that time it decided that it would adopt a plan of measures by 31 August 2017 to ensure the financial and operational stability of public healthcare institutions established by the state, and to repay outstanding past-due debts. The Ministry of Finance therefore proposed that owing to the appearance of new budgetary obligations, the government should adopt a measure temporarily halting expenditures from the state budget for integrated state budget items. The government will have to provide funding in order to ensure the financial and operational stability of public healthcare institutions established by the state by the end of 2017.
