Slovenia celebrated the 20th anniversary of the Constitution and 21 years since its independence referendum. The state celebration in Cankarjev dom in Ljubljana was addressed by Constitutional Court President Ernest Petric, who stressed that underlining that basic constitutional principles were permanent and basic human rights sacred and could not be alienated.

The Government discussed the utilisation of European cohesion policy funds by 21 December 2011. It was concluded that the Republic of Slovenia successfully draws European cohesion policy funds, and was ranked sixth among 27 member states at the end of June 2011 according to the percentage of reimbursed European cohesion funds within the Convergence objective (Objective 1) in the current period.

Brussels - Minister of Foreign Affairs Samuel Zbogar was appointed EU Special Representative and Head of the EU Office in Kosovo upon the proposal of Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy and Vice President of the Commission. With Mr Zbogar's appointment Slovenia will obtain its first high-raking official in the European External Action Service (EEAS). His mandate will last from 1 February 2012 to 30 June 2013.

The Government the Republic of Slovenia discussed and approved the draft Act on Additional Emergency Measures for 2012 and referred it to the National Assembly under urgent procedure. With this Act, the Government proposes urgent measures that will help to lower risks to the stability of public finance in the short-term. The Act must be adopted due to the situation on the financial markets, requirements imposed by the European Commission for faster consolidation of public finances and the Government’s wish for Slovenia to remain a stable social state.

The Government of the Republic of Slovenia has granted a financial incentive to Revoz d.d. for the investment project: 'Project for manufacturing the new Twingo and four-seat Smart (Edison) in Revozu, d.d., Novo mesto' totalling EUR 45,500,000, provided that it is approved by the European Commission. The investment project was devised by the French company Renault, s. a. s.

Addressing the main ceremony of Reformation Day in Krsko, Minister of Culture Bostjan Zeks said the Reformation and Protestant movement laid the foundation not only for Slovenian literature but also for Slovenian state. "Slovenian Protestants did an enormous job, they gave us the first printed books in Slovenian and laid the foundations for present-day Slovenian cultural identity," he stressed. The first book in Slovenian, "Cathecism", was written in 1550 by Primoz Trubar (1508-1586), the central figure of Slovenian Protestantism. A religious, political and cultural movement, Reformation also gave Slovenians the first translation of the Bible and the first spelling manual.

The Government adopted the draft position of the Republic of Slovenia on the Treaty concerning the Accession of the Republic of Croatia to the European Union and referred it to the National Assembly. The position establishes that the Treaty concerning the Accession of the Republic of Croatia is in accordance with the texts of the EU positions on the closure of individual chapters; therefore, Slovenia supports its signature.

The Government approved the Act Amending the Public Finance Act and finalised the wording for the bill proposing intervention measures for 2012.

The Government approved the Act on Development Planning and adopted the initiative to conclude the Agreement between Slovenia and the US on strengthening cooperation in preventing and fighting serious crime.

The Government adopted the Draft Act on Certified Cash Registers, which obliges all legal and natural persons to use certified cash registers when issuing receipts for cash payments in order to prevent tax evasion on cash payments.
